Our client in the Federal Government is seeking a Senior Application Lifecycle Management (ALM) Strategy & Solution Assessment Consultant to support a strategic enterprise initiative focused on evaluating and selecting the optimal Application Lifecycle Management (ALM) platform for a major SAP transformation program.

Working alongside a senior consulting team, you will lead the assessment of leading ALM solutions, develop strategic recommendations, and build the implementation roadmap for the selected platform. This is a true consulting engagement requiring strategic thinking, stakeholder engagement, and enterprise architecture expertise—not a traditional staff augmentation role.


Responsibilities

The successful consultant will be responsible for:

  • Lead an enterprise Application Lifecycle Management (ALM) strategy assessment.
  • Facilitate stakeholder workshops and gather business and technical requirements.
  • Perform an options analysis comparing SAP Cloud ALM and other leading ALM platforms.
  • Assess solution capabilities against business, technical, governance, and operational requirements.
  • Develop recommendations for the target-state ALM platform.
  • Prepare executive-level presentations and decision documentation.
  • Develop implementation roadmap, delivery timeline, and cost estimates.
  • Design interim solution strategies where required.
  • Develop migration strategies from current-state to future-state ALM platform.
  • Provide strategic consulting and advisory services to senior stakeholders.
  • Collaborate with EY leadership and client governance throughout the engagement.

Required Experience

The ideal candidate will possess:

  • 10+ years of consulting experience within enterprise IT transformation environments.
  • Experience qualifying as a Level 3 TBIPS resource in one or more of the following categories:
    • Enterprise Resource Planning Functional Analyst
    • Technical Architect
    • Business Consultant
  • Experience delivering at least three SAP implementation projects.
  • Strong knowledge of Application Lifecycle Management (ALM) platforms.
  • Experience evaluating enterprise software solutions and developing technology recommendations.
  • Strong executive communication and stakeholder management skills.
  • Experience developing business cases, implementation strategies, and roadmaps.
  • Excellent workshop facilitation and requirements gathering experience.

Preferred Technical Experience

Hands-on or strategic experience with one or more of the following:

  • SAP Cloud ALM
  • SAP Solution Manager
  • Azure DevOps
  • Jira / Atlassian
  • ServiceNow
  • IBM Engineering Lifecycle Management (ELM)
  • Digital.ai

Preferred Methodologies

Experience with:

  • SAP Activate
  • SAP delivery methodologies
  • Agile delivery frameworks
  • Enterprise architecture
  • IT Governance

ITSM Knowledge

Strong understanding of:

  • Incident Management
  • Problem Management
  • Change Management
  • Release Management
  • Service Level Management
  • ITIL Framework

Nice to Have

Preference will be given to candidates with:

  • Canadian Federal Government consulting experience

  • Enhanced Reliability Clearance (active)
